“Father José Manuel – the priest of the local church” (PdL) - refers to Father José Manuel Pacheco (full name: Padre José Manuel da Conceição Calado Pacheco).
Seems he has an Italian email address, although the Clerical House, Casa Miriam is at Lagos, the priests’ dwelling, until he moved back in with his elderly parents at Odiaxere -

So, Padre Pacheco seems convinced that the other priest knows a lot & staged everything + PJ know. But something else he supposedly said was that, he has vowed to take whatever she (Kate) said to the grave.
‘Other priest’ – could be Reveren Paul Seddon from UK or Father Haynes Hubbard, who I think is Canadian. Will try to look further into these two.
Keep in mind, below is from the Daily Mail (quoting the Express too) that have both come out with some nonsense & libelled by the Tapas9 :

Apparently, it is the Conselho Pastoral that decides:
“Father José Manuel Pacheco ensures that “priests have no power to order anything in our churches. We have an entity for that, which is the Conselho Pastoral, where the catholic community is represented”….”that was a decision made by the Conselho Pastoral and I only knew about it three days later”.

Cón. José Pedro de Jesus Martins (Vigário Episcopal para a Pastoral) seems to be the 2nd in line after the head, who is the Algarve Bishop.
The Algarve Bishop (Bispo Diocesano) is Dom Manuel Neto Quintas.
So I believe it could be one of these two that would have given permission to a priest to hand out the PdL church keys to the McCanns.

So as per Brian’s DD7801, saying “Kate go to Fatima, priest knows how to get M“ - perhaps Brian is referring to the Algarve Bishop, Dom Manuel Neto Quintas or one of the other 3 speakers at Fatima on 4-10.09. But he may also be referring to a local Fatima priest(s).
Wondering why Brian had written the date 28-3-07, which is not long before Madeleine was taken?
